Bill 610

To read the Bill please go HERE

This bill repeals the Elementary and Secondary Education Act of 1965 and limits the authority of the Department of Education (ED) such that ED is authorized only to award block grants to qualified states.

The bill establishes an education voucher program, through which each state shall distribute block grant funds among local educational agencies (LEAs) based on the number of eligible children within each LEA’s geographical area. From these amounts, each LEA shall: (1) distribute a portion of funds to parents who elect to enroll their child in a private school or to home-school their child, and (2) do so in a manner that ensures that such payments will be used for appropriate educational expenses.

To be eligible to receive a block grant, a state must: (1) comply with education voucher program requirements, and (2) make it lawful for parents of an eligible child to elect to enroll their child in any public or private elementary or secondary school in the state or to home-school their child.

No Hungry Kids Act

The bill repeals a specified rule that established certain nutrition standards for the national school lunch and breakfast programs. (In general, the rule requires schools to increase the availability of fruits, vegetables, whole grains, and low-fat or fat free milk in school meals; reduce the levels of sodium, saturated fat, and trans fat in school meals; and meet children’s nutritional needs within their caloric requirements.)

WCCUSD School Board Meeting

February 15th, 2017

Agenda: HERE

1. VOICES Charter presented their petition to open a Dual Immersion TK-12 Charter School. The impact of VOICES by 2025 will be of approximately 550 students and $5,000,000 dollars from WCCUSD. District staff is reviewing the petition and the Board still needs to make a decision at a future date.

2. The WCCUSD School Board voted 5 to 0 to accept the petition for the renewal for  Richmond Charter Academy. The Board accepted an amendment that RCA will have to provide a report to the Board around 12 different points of concern including their disciplinary practices throughout the year. This is a step in the right direction to hold charter schools accountable; we hope that the Board will be able to keep charter schools like RCA accountable in the future.

 3. Caliber Beta Academy spoke about their need for a site in order to accommodate their students. Caliber Beta Academy has turned down the proposal by the board to continue at Kennedy High School. District staff now has to provide a counter offer to Caliber with options including: The Adams site, sharing a site with Lovonya DeJean Middle School, continuing at Kennedy High School, or an Adult School Campus.

4. Location for Mandarin School was approved to be located at Serra School. The Mandarin Dual Immersion School will be open for the 2017/18 School Year.
